State Board Suspends Naugatuck Doctor's License
The medical practice of Dr. Carl Schiano has been closed for months and his patients have been unable to get their records. He is facing a hearing before the state medical board next month.
The Connecticut Medical Examining Board suspended the license of Dr. Carl Schiano on Tuesday.
The suspension will remain in place until March 1, when the medical board is expected to conduct a full hearing on Schiano’s case, said William Gerrish, spokesman for the Department of Public Health.
Schiano ran a medical practice, Associated HealthCare, at 59 Rubber Ave. until mid-2011, when his practice unexpectedly closed, leaving his patients unable to reach him or get copies of their medical records.
Schiano is being accused of destroying the records and lying to his patients about the reasoning behind his depature, according to WFSB.
According to the Republican-American, Schiano's practice temporarily closed for a period of time, however he later said he would return to work after the brief hiatus. He also told the newspaper his business was in financial trouble.
The Republican ran another article in October 2011 about how Schiano disappeared again, and his patients were still unable to get their records.
Late last year, Schiano posted a notice on the door of his practice stating that residents looking to get their records could send a certified letter to the practice's 59 Rubber Ave. location.
But, according to Town Clerk Michelle Dowling, those letters were being forwarded back to the senders. Dowling said in December Schiano’s former patients resorted to visiting her office at Town Hall to find out what they could do to try and get their records from Schiano.
She said at the time she gave the patients contact information for certain state agencies, such as the health board and the attorney general’s office.
Last year, a Quit Claim Deed was filed on Schiano’s property, meaning the property was sold back to the bank, Dowling said. According to Town Clerk records, the ownership was later transferred to Naugatuck Valley Savings and Loan.
A message left at Schiano's home number has not yet been returned.

No one is claiming otherwise Janet. But people have a right to their medical records so that they and any future doctor can make intelligent decisions regarding health care. It is kind of odd that the doctor would deny people their records, regardless of his financial situation; in my opinion the two should not have anything to do with each other.

My husband and myself were patients of his and whether he was a nice guy or not isn't the issue ..my husband has heart problems and was under his care and for my husband to call his doc and get no response then find a note on the door is ridiculous .. I've heard some pretty shady things about him from employees and former patients .. what he did to us and the other patients is uncalled for . No w we have to remember everything off the tops of our heads to tell the new doctor .. carl shiano should be punished for most likely destoying the records .. our personal records .. we never should have been treated this way ..

Schiano is NOT A GOOD PERSON. Let's see suspended in 2006 for writing fake prescriptions for himself and others, and then back in practice after that. He walked away from his patients for 3 weeks with no coverage or regard for any of his patients. And then to deny patients their medical records..... My husband ended up with congested heart failure in July due to Schiano's incompetence and then when we visited the office in late August to get the records we found him sitting in the dark with his legs on a desk and when we asked for the records he threatened to call the cops on us... Yeah sounds like a "good person with problems" to me. Hopefully on March 1 they suspend his liscense for good and slap him with criminal charges for his latest "problems"

Once there, records show, he borrowed $3,000, refused to repay the loan, and took expensive items from the home, including power tools, and pawned some of them.
Inspectors with the state Department of Public Health also found that he had taken his patient files with him, kept them in the basement of the home he was staying in, and destroyed 109 selected pages from the histories of various patients, according to the statement of charges against him."

Shasta I couldn't agree with u more ... I never liked my hubby going to him . He always took too long with each patient my husbands first visit with him was for 9 am he didn't come home till 530.. shiano left him sitting in there all day cuz he spends literally too much time talking about his life and his problems with his wife .. we were told by an employee that he had gun charges against becuz he put a gun to his wife .. recently my hubby ran into him here in town at a local laundrymat and said he was shacking up with one of his former nurses .. he also said he would be joining a practice somewhere in waterbury quite soon ... he ia a disgusting excuse for a man and doctor .. I'm. Sorry to hear about ur husband and for that he should be punished to the full extent of the law ...

I saw Dr Schiano in 2009-2010;always remember waiting 3 hrs for appt. and I heard he had troubles before with maybe drug reps or writing scripts? I was shocked to hear this. I heard he left alot of patients high & dry (Sick,and some diabetic patients) without their medicine,and refills on their insulin,ect...so sad

he was prescribing PAIN/meds, heavy duty to patients and selling them, and his wife I heard divorced him. she was a nurse/receptionist at the desk i think
I heard drugs, i heard millions of stories. i hope he gets whats coming to him

yes he DID Leave all of his patients without refills, etc. and the first week has an answering service that kept saying they would "have the doctor call". He is a complete waste of space and needs to have his liscense revoked for good. Hopefully he will continue down his path of destruction and have nothing left, looks like he's doing a pretty good job of it now. Maybe he should put his life in others hands as he did to his patients.

The first sign of trouble with any doctor, especially a doctor, or any business the common sense thing to do is leave and find someone else.
Also, make reports to the better business bureau or the appropriate state agency so others can know.

right, doesn't help finding another doctor when you can't get your records from your current doctor. Making complaints and filling out paperwork has gotten us nowhere, until now so hopefully it was the diligence that helped. The "evil flourishes" comment does not pertain to this situation, plenty of "good" people did everything possible.
