Increased Stray Cat Population

I am writing this letter because I've lived in Naugatuck 2 years now, and have noticed an increase in stray cats in my neighborhood. Last summer there was a stray cat that had been in a fight with a raccoon, skunk, or something bigger than a cat. Her face became infected, blisters began to appear on her cheek, and eventually she couldn't eat because she couldn't swallow. I was on the phone and computer for 3 days and couldn't find anybody to help me trap this poor suffering cat. Naugatuck Animal Control even said they couldn't do anything. That's until I called and said “I believe she had rabies” and she probably did, she showed all the classic symptoms. I know for a fact that 3 of the cats that are around my house now, are there because a tenant whom was evicted left their cats behind. Seeing all these cats, and witnessing 2 mothers lose their kittens to the cold this past winter, it saddens my heart that a town like Naugatuck doesn't have any resources to help in the stray cat population.
I'd like to change that. I want to start a-nonprofit for the strays of Naugatuck and surrounding towns. However; I don't know where to start. I have NO money of my own; I'm a 40 year old recovering addict in her first year of college, looking for work. But; one thing I do have a lot of is, persistence and perseverance without a lot of shame.

So; with that being said, I'm sending this letter to anyone and everyone who can possibly point me in the right direction, and help me to financially get this program started. I don't know what legal measures I need to take, or if I need permission from Union City to use the name for the program. I don't know anything more than what I want to do, I need your help to find out how.
In short, my purpose for the program is to:
• Raise funds to start a bank account.
• Humanely decrease the population of stray cats.
• bye traps, food, blankets,
• Pay for the spaying/neutering and first set of shots/wormer for the cats.
• Delivering cat food to the people who don't mind feeding the strays around their house.
While I understand this isn't a quick fix, I feel it is the most humane way of being able to control the population and keep our neighborhood healthy.
