What is the best way to form a homeowner club?

I have participated in many Naugatuck functions in the past and it's always the same story; people come in to join but after they raise their concerns they never show up again leaving the work for somebody else to do.  I would like to form a homeowner club that meets twice per month to go over different problems in our neighborhood and try to find ways to address them either through town or other homeowners.  What are your thoughts?
